How votes are counted in India, and how a winner is declared
On counting day the result comes from the Control Unit of each machine, checked against paper slips in a defined set of cases. The winner is whoever gets the most votes.

The electronic count
At the counting table, the official presses the Result button on the Control Unit. It displays the total votes polled and the votes polled by each candidate.
When the paper slips are counted
- No display
If a Control Unit shows no result, the slips of the matching VVPAT are counted.
- Random verification
Under a 2019 Supreme Court direction, slips from five randomly selected polling stations in each assembly constituency (or assembly segment of a parliamentary constituency) are verified against the electronic count before results are declared.
- Candidate request
Contesting candidates can ask for a VVPAT slip count under Rule 56D of the Conduct of Elections Rules, 1961, after electronic counting is complete.
If the electronic count and the slip count differ, the VVPAT slip count prevails, the Commission states.
How the winner is decided
Indian parliamentary and assembly seats are decided by first past the post: the candidate with the most valid votes wins the seat, whether or not it is a majority of votes cast. A tie is settled by drawing lots. NOTA votes are counted but are not for a candidate, so they cannot win a seat.

No. NOTA votes are counted but NOTA is not a candidate.
